the overall impact of the export subsidy on the home country is decidedly negative. domestic consumers
pay a higher price for a product that they are blocked from sourcing at a lower price from the world
market. this leads to welfare losses for consumers. domestic producers are direct beneficiaries from the
policy, since their production has expanded as a result of the subsidy.
Consumers in the foreign country benefit from lower world prices. foreign producers, however, are net
losers, since they now have to compete with the lower prices. Uncompetitive producers will be forced
to exit the industry. overall, however, the country is better off, since the increased benefit to consumers
offset the loss to the producers.

Although it refers only to export subsidy, any subsidy will affect export subsidy by lowering prices of raw materials and local resources for export. Tourists who arrive at the country also benefit from the export subsidies.
Subsidies are proposed to improve the balance of payments of a country but it is bad for the home country on the whole.
Subsidies will help the rich in the country more than the poor because the rich consume more and export more.
Below is an article in Washington Post. The author believes that some subsidies such as educational and health are beneficial, but the quran disallow any subsidy so we should stay away from any subsidy. Instead, the government just give cash handouts which is demanded by the quran.

The author suggests "In particular, it suggests that this political risk can be reduced through a combination of communication and compensation.".What it means is just cash awards directly to the citizens instead of through subsidies. Quran only allows direct cash handout, not through subsidies. Quran even allows taxation of the poor, which is similar to removing subsidies for all items resulting in higher prices, and therefore puts more financial burden to the poor.
